The Welfare Association, a leading organization supporting Palestinian development and relief efforts, is seeking experienced, a highly skilled professional for recruitment with an affiliated sister organization.
 
Brief Description:
Welfare Association seeks a Finance & Admin Manager to work closely with the Country Director for the following key operational areas:  Finance, administration, HR, setting policies and procedures, strategic planning, budgeting, financial reporting, governmental reports, etc...  As a member of Welfare Association’s – Lebanon Branch senior leadership team, the Finance & Admin Manager will play a key role in the management of the organization.

Key responsabilites:

Financial

  • Supervise, Coordinate and follow up all financial, accounting and budgeting activities of the Lebanon branch
  • Ensure all financial and management controls are complied with and report any deviations
  • Prepare the Lebanon branch budgets and cash flows  according to  related policies and procedures
  • Implement the financial / accounting, administration, and Management Information System policies & procedures
  • Manage the annual, operating and programmatic budgets and minimize negative deviations
  • Prepare periodic forecasts of funding needs, financial reports and summaries for the Lebanon branch board and management
  • Recommend the best practices for the protection of assets
  • Prepare periodic and ad hoc financial reports and forward summaries
  • Maintain the emergency plan in case of seizure or destruction of financial information
  • Develop and prepare financial studies related to cost minimization, revenue enhancement, human resources, and system applications
  • Implement measures to safeguard the Association’s assets including internal control and sufficient insurance coverage
  • Participate in financial, procurement, and hiring committees
  • Conduct field visits to assess the financial capacity of the beneficiaries
  • Ensure meeting all requirements of internal and external audits
  • Maintain grant management procedures

Human Resource

  • Support in the recruitment of relevant staff.
  • Supervise the support staff.
  • Participate in the evaluation of support staff in accordance with Welfare Association policies.
  • Ensure compliance with all policies and procedures (admin, HR, finance & IT)
  • Prepare contracts for staff, consultants, service providers and beneficiaries

Administrative

  • Assist with planning of logistics for events, meetings, and workshops
  • Supervise the maintenance of the office and organize repairs and modifications as necessary
  • Ensure the equipment is in good working order and replace it when necessary
  • Be in charge of the safety and security aspects of offices and work equipment
  • Contracting with suppliers
  • Ensure IT and phone networks are in good working order
  • Coordinate with insurance companies, update, adapt and renew insurance policies
  •  Undertake any  other financial and administrative assignments or duties requested by the Lebanon Country Director
Key competencies:
  • A university degree (Masters Degree preferred) in Finance
  • Minimum 7 years of relevant program experience in financial analysis, cost accounting
  • Demonstrated capacity to supervise a complex financial management or general ledger system
  • Demonstrated capacity to manage the financial and administration and responsibilities
  • Excellent communication, interpersonal and reporting skills in both languages (Arabic and English)
  • Excellent computer skills
