Key responsabilites:

Accounting and Management

  • Responsible for quality and timely day-to-day financial operations: paper accounting (vouchers, supporting documents), electronic data-entry, and monthly closing process

Financial Reporting

  • In coordination with the Country Director and Program Manager, communicate with partner organizations in order to establish best financial reporting practices
  • Support the external auditor to ensure timely audit report statements

Key competencies:

Education Requirements:

Objectives and scope of the Mid-Term Review (MTR)

The objective of the MTR is to enable Oxfam and implementing partners to assess the progress in delivery of programme outputs and achievement of outcomes and, based on this assessment, to take decisions on the future orientation of the programme.

Key responsabilites:
  1. Methodology:

The selected consultant(s) will work with Oxfam team to refine and agree on the final methodology, but it is expected that the latter will include the below components:

  • Desk review (of programme design documents i.e. proposal, log-frame, theory of change, baseline study, as well as reports and produced documents/publications);
  • Field visits to Lebanon, Jordan, and North Iraq (Kurdistan);
  • Discussions with partners and key internal stakeholders;
  • Discussions with key external stakeholders.

Oxfam is committed to building the capacity of our staff and partners. Our relationships with consultants strive to be about the "transfer" of new approaches and skills to our staff and partners in addition to the delivery of a specific product. As a result, throughout this mid-term evaluation, we would like to discuss with the potential consult their ideas for supporting transfer of some introductory evaluation skills or techniques to at least one of our key programme staff, and to use participatory methodologies where possible.

  1. Evaluation Process and Timeline:

The consultancy is expected to take place between 15 October 2012 and end on 15 December2012 as per the below schedule.
Please note that reviews will be made on a rolling basis and appointment may be done before deadline.
Time-frame will be flexible based on availability and proposed methodology.
 

  1. Outputs:

Expected outputs include:

  • An agreed evaluation plan and methodology;
  • A presentation of initial evaluation findings/first draft for face to face discussion with Oxfam and partners;
  • Final evaluation report, not more than 25 pages, of publishable quality, with a stand-alone executive summary of no more than 4 pages;
  • 2 or 3 case study reports (length to be agreed in conversation with evaluator(s)).

In addition, the final report should contain the following annexes, in addition to any other relevant material:

  • Terms of Reference
  • List of events attended
  • List of persons interviewed
  • Summary of field visits
  • List of documents reviewed
  1. Budget:

The budget for this task is approximately 15,000 USD including all type of expenses (travel, per-diem, transportation, calls, etc.).
 

Key competencies:

Oxfam is looking for a consultant or two with strong record in conducting evaluations for Gender Equality programmes.

  • Graduate degree in international development, social sciences or other related discipline. A Master's degree is preferred;
  • Minimum of five years practical experience in monitoring and evaluation for development programs;
  • Proven experience of gender issues within M&E;
  • Familiarity with issues related to gender equality and legal protection;
  • Knowledge of gender, women's rights and theory of change;
  • Excellent writing and verbal communication skills in English. Arabic skills are an asset;
  • Knowledge of issues related to legal protection and Personal Status and Family laws across the region is an asset.

Key responsabilites:

  • Review of the advocacy booklets that has been produced in the three other countries

The Regional Economic Empowerment Project is seeking to recruit a short term consultant to undertake a desk review of legislations pertaining to women’s rights to inheritance in Algeria, Egypt, Jordan, Lebanon, Morocco, Palestine, Tunisia and the UAE.

Key responsabilites:

The required changes are three-fold:

  • To delay the inheritance procedures for six months (or more according to the context) following the loss  (It should be noted that Jordan has worked on amending the reconciliation period from one month to 3 months, following the death of the testator, furthermore it has been advised through the Civil Status Law in Jordan that this period is sufficient for mourning, and does not impact inheriting women’s economic conditions, taking into account that the long period would prevent heirs from gaining access to their legal heritage, the issue that might affect their economic situation and life conditions)  
  • To register her inheritance shares in her name first; to waive them later if she should so decide
  • To raise women’s full awareness of their full human and legal rights, through a joint campaign between the media and relevant bodies.  

Main Duties:

  • Review all aspects of laws as well as various interpretations of Shari’a (fiq’h/jurisprudence) in the assigned countries related to inheritance and women’s ownership and their application
  • Provide comprehensive information on legislations pertaining to women’s inheritance rights  and ownership rights in all the targeted countries
  • Provide a comparison analysis between the inheritance laws which will highlight good practices that will support and protect women’s  inheritance rights
  • Suggest mechanisms or legislations that can guarantee women’s inheritance rights (i.e. all inheritance should be distributed and transferred legally to all beneficiaries before any of them can waive it to others )
  • Suggest mechanisms or legislation that make it difficult and inconvenient for women to waive their inheritance rights (i.e. giving away any inherited property  cannot be allowed before a certain period of time  (i.e. 6 months) after the death of the testator, or as mentioned above: make it illegal for a women to waive her inheritance rights)
  • Present the key findings and recommendations in a regional meeting for validation/discussion, which will also serve as a platform to build/strengthen the national and regional coalitions; serve as the first planning meeting/activity for the national and regional coalitions
  • Provide final report based on recommendations of the regional validation/discussion meeting and that incorporates any other changes recommended to the draft report. Final report will be approved prior to the validation/discussion meeting by KPOs

Deliverables:

  • Desk review - description and analysis - of women’s inheritance rights legal framework in the targeted countries (report in Arabic and summary in English);
  • Mapping of the main decision-makers, both at the national and regional levels;
  • Recommendations on mechanisms guaranteeing equitable distribution of inheritance and women’s rights to inheritance enjoyment;
  • Compilation of best practices that stem from both successful experiences of women enjoying their inheritance rights.   
  • Regional meeting to validate the findings of the desk review and identify the most relevant legal arguments/practices as well as define accordingly the strategic framework of intervention with identified members for the coalitions

Reporting Requirements:

  • During the course of the mandate, the consultant or consultancy firm will report to ASALA (main contact at Asala to be determined), and the consultant will deliver the following reports:
  • An Inception Report within one week of signing the contract detailing the proposed work schedule and general approach and methodology for undertaking the assignment as well as a proposed structure of the final report;
  • A draft report that details findings, recommendations and mapping/profiling of main decision-makers and influential personalities and groups in the different countries and region, compilation of best practices;
  • Pre and post presentation reports for a validation workshop with key actors;
  • A final report that incorporates any change recommended to the draft report.
     
Key competencies:

Education:

  • Minimum of Master’s degree (or equivalent degree) in governance related field (or equivalent work experience) including: Law (specifically Islamic law), Economics, Public administration, Business Administration, Public Policy, Social Science, Political Science, Gender knowledge …

Work Experience:

  • Minimum 10 years of experience in rule of law, justice, governance or closely related field. Experience of public service delivery and organizational change management in public institutions an advantage;
  • Proven experience working in a developing context and in the MENA.
  • Experience of drafting user-friendly knowledge products such as books, articles, research papers, toolkits, guides, methodologies, analytical documents, policy papers and notes, project and program documents, baseline studies, desk reviews, comparative studies, etc. is an asset.

  • Represent the WA-LB at conferences and meetings of funding entities, if required.
  • Ensure coordination and a smooth working relationship with the Resource Development & Communication & Media department at head office

Communication & Outreach

  • Work with various media for the purpose of informing the public of WA-LB's mission, policies, practices, and events in a positive, consistent and credible manner.
  • Develop a variety of informational materials (electronic and paper pamphlets, brochures, etc.), including semi-annual e-newsletter.
  • Work with PR, Marketing, and Communication consultants as needed.
  • Disseminate WA informational materials through all possible channels.
  • Develop strategies to raise WA profile regionally and internationally.
  • Oversee production of annual report.
Key competencies:

Managerial and Professional Qualifications

  • A Bachelor's degree in business or related field.
  • A minimum of five years of fundraising experience.
  • Demonstrated success in fundraising.
  • Familiarity with a variety of fundraising practices and procedures.
  • Excellent judgment and ability to plan and accomplish goals.
  • Ability to juggle a variety of tasks, manage own workload, and work flexibly.
  • Ability to work as part of a team
  • Good understanding of budgets within fundraising applications.
  • Ability to confidently promote the work of the WA-LB  to donors/funders.
  • Conscientiousness in reporting back to donors/funders.
  • Creative thinking.
  • Good research skills.
  • Ability to communicate easily and appropriately with people at all levels within an organization.
  • Ability to work as part of a small team.
  • Native Arabic and excellent English skills (writing, reading, and correspondence).
