Minister calls for boosting agriculture, cutting imports

The minister of agriculture and culture, Abbas Mortada, stressed on May 16 the need to boost agriculture, saying the journey of a thousand miles starts with a single step. Mortada was speaking during the opening of ‘The orchard of the mothers of fruit bearing trees’ project at the Kfradan Agricultural Station. “We shall not back down, but will cooperate as ministry, farmers, unions, municipalities, coops and social and economic groups to achieve the desired progress and reduce import rate,” the minister said. The rate of annual imports in Lebanon stands at USD 18 billion against USD 4 billion in exports, which does not build a vigorous economy, as he put it. The country could face an imminent food insecurity crisis, Mortada warned, which explains the motto of this current period, food security and food safety. “If we do not focus all our strategies in this direction, we will certainly reach food scarcity in the coming months,” and face a grave food shortage resulting from the economic and financial crisis and the continuous hike in the dollar. Local initiatives to boost agriculture

A meeting was held Saturday at the Bcharre Municipal Palace to discuss community and individual agricultural initiatives and their practical impact on the farmers of the Caza. Participants called for coordination among all local stakeholders to confront the distressing economic and living conditions the country is going through. It was agreed to form an agricultural follow-up committee to support farmers and spread awareness on good agricultural practices and extension to the end of increasing crop production, improve its quality and reduce water waste. Concurrently, the Chouf Cedar Reserve announced the launch of multiple initiatives to promote home gardens and the cultivation of long-neglected lands to face food insecurity and scarcity of resources this year and keep the wheels of economy turning. A number of guidelines were issued by the Reserve wishing the local residents and farmers to observe. These include, cutting down on excessive use of household water in order to use for irrigation; the adoption of drip irrigation and the use of natural organic and not chemical nutrients for crops. Similarly, former minister Hassan Murad said in a tweet: “A nation that is dependent on its land does not starve. It eats what it grows.” To this effect, around 100,000 seedlings were distributed among families wishing to eat what they grow. (Al Diyar, May 18, 2020)

“Zarri’et Qalbi”: Initiative to promote agriculture

Lebanese movie director, Nadine Labaki launched a campaign yesterday titled “Zarri’et Qalbi” (plant of my heart) gathering a group of public figures in a promotion video produced remotely. Celebrities and relatives of Labaki were filmed planting in different locations and singing to the song ‘Hashisht Albi’ (weed of my heart) from the soundtrack of her famous film ‘Halla’ Lawein’. The campaign as published on Labaki’s social media pages, is a collaboration of many sustainable agricultural initiatives that seek to help citizens wishing to grow seeds and vegetables in their homes or fields. In its reaction to above campaign, Al Akhbar daily wrote, that while many hailed the initiative, the video has sparked wide criticism towards the touristic approach tackling the anguish of the Lebanese people which presented a dreamlike solution to the dilemma as is always the case in Labaki’s films. Agriculture in Lebanon: Big losses due to imports of fertilizers

One of the main challenges of agriculture in Lebanon is the almost complete absence of local fertilizer production, Al Akhbar daily reported on Saturday. The market’s need to import chemical and organic fertilizers is combined with the near to the ground exchange rate of the Lebanese Lira against the US dollar and the obstacles facing production and export lines in producing countries due to the Corona pandemic. The import figures of chemical fertilizers that poison food and the environment are frightening, amounting to hundreds of millions of dollars in the last ten years alone. The highest price per ton imported in 2019 was USD 272, Al Akhbar wrote. On the other hand, and in a simple calculation, the Lebanese daily discard between 3.5 to 4 thousand tons of organic waste out of a total 5 to 7 thousand tons of waste, that is more than 2000 tons of organic fertilizers. Therefore, Lebanese lose nearly USD 544 thousand every day (without counting in the cost of manufacture), Al Akhbar concluded. (Al Akhbar, May 9, 2020)

Agriculture minister promotes cultivation of parklands to dodge a potential food crisis

The minister of agriculture, Abbas Mortada, sounded the alarm bell on food security in the country. Speaking in an interview aired on Al Nashra TV, Mortada explained that the crisis is the outcome of years of deterioration in agriculture. He underlined the need to urge people to cultivate their lands, and warned, “If the fields and grasslands were not cultivated entirely, we are going to face a drastic shortage of food in the coming months and years.” He revealed a plan which is currently under deliberation to provide support for land reclamation and the possibilities for farming, the minister said. It is worth noting that the Ministry of Agriculture presented to the government at the end of April an agricultural emergency plan to increase local production in order to achieve food security and to maximum self-sufficiency. Minister of tourism to focus on domestic tourism, Bristol and Alexander hotels shut down

The minister of tourism and social affairs, Ramzi Msharafieh, disclosed yesterday that the tourism industry has been going downhill since before the outbreak of the Corona pandemic. He revealed a plan to be launched soon and that focuses on revitalizing the sector internally instead of relying on the outside, stressing the need to contemplate novel ideas to supplement the wavering of taxes and the reduction of interests. Msharafieh explained that the global economies have witnessed a drastic downturn, suggesting, “we should be working on motivating domestic tourism,”. Lebanon should not expect help from outside amidst this global economic crisis, he said, adding, “cash infusion will result in unwanted debts which our children will bear.” Cooperation and sacrifice is needed to ride out the crisis at the lowest possible cost, Msharafieh said. On the same hand, a report published by ‘Ernst & Young’ on the performance of four and five star hotels in the Middle East, indicated a fall in the rate of occupancy by 68.9% in Beirut annually reaching nearly 10% during the month of March, 2020. The report also pointed to a decline in the average rate of rooms by 34.3% annually to USD 122, in addition to a shrinkage in the size of revenues generated by available rooms at a rate of 91.6% down to USD 12. Furthermore, and in related vain, the prestigious "Bristol Hotel" located in Hamra district announced on April 17 its permanent closure, while also the long-established Alexander Hotel located in Ashrafieh took on 2 May a similar decision. USD 60 million for SMEs in Lebanon, Egypt, Jordan and Iraq

Emerging Investment Partners (EIP), a private equity fund management for the MENA region, announced that it has successfully closed the first phase of subscriptions at its Levant Fund. The anticipated target size is USD 60 million to be employed in small and medium enterprises in Lebanon, Egypt, Jordan and Iraq. EIP said in a statement, that the main contributions to the fund are from the International Finance Corporation (IFC), A member of the World Bank Group, and Dutch Good Growth Fund (DGGF), in addition to local investment parties, namely Obegi and Al Fadel Groups and Capital pe. The fund, according to the statement, will focus on SMEs whose sales are less than USD 50 million, provided the invested amounts in each company is between USD 1 million and USD 6 million. The Fund investments will target existing high potential companies helping them to expand and scale up their activities locally and globally through export. (Al Akhbar, March 12, 2020)

Hospitality training in Baalbaq

The Baalbaq-Hermel Governorate Council hosted on March 6 the closing ceremony for the training workshop on ‘Hospitality arts’ funded by the Bishops’ Conference of Cologne, Germany. The event was held under the patronage of Governor Bashir Khodr and the participation of the project coordinator at the Green Villages Association and Smart Center, in addition to the trainer Charbel Morshed and The training  graduates. The 3-month course included some 60 hours of training targeting owners of hospitality establishments and a number of employees with the aim to upgrade the performance of cafes, restaurants, hotels and touristic institutions in the Baalbaq-Hermel area. On the occasion, Khodr wished the beneficiaries all the luck they need, prompting them to use what they learned to develop their businesses. At the end of the ceremony, certificates were distributed among graduates. (NNA, March 6, 2020)

Parliamentary committees approve cannabis law, Hizbullah cautious

After some hesitation, the joint parliamentary committees yesterday ratified the draft bill for the legalization of cannabis for medical use and referred it to the General Assembly for enactment. Recalling, that the said law has been approved unanimously by the parliamentary blocs, without Hizbullah-led Al Wafa lil Moqawama bloc. The latter has withdrawn following an intervention by the bloc’s MP Hussein Haj Hassan who voiced reservation on the legislation. Haj Hassan addressed the economic feasibility of the draft, revealing that he has not received clear answers from the concerned sub-committee about the projected acreage to be cultivated and the size of produce, as well as the cost and sales of production, with focus on the anticipated proceeds Lebanon will get from this agriculture. Haj Hassan maintained that the above proposal was not supported with any study on its viability. At the end of the session, the head of the committee, Elie Ferzli, explained that according to the McKinsey study, the project boasts an extensive economic potential and will keep in check illegal activities and violations of this agriculture. In its analysis of the news, Al Akhbar mentioned that legalizing cannabis was based on a recommendation by McKinsey which accentuated the profits accrued by this cultivation to back up the state budget. As such, Al Akhbar wrote, a parliamentary sub-committee was formed in October 2018 to study the proposal which was recently finalized after certain adjustments. These included notably: restricting the establishment of another Regie, and requesting the formation of a regulatory body for the cultivation of cannabis. The latter will work under the direction of the presidency of the council of ministers and will be responsible for the issuance of permits, surveillance, the import of seedlings, building of cannabis nurseries, planting and harvesting, processing, export, transport and distribution. Poor inhabitants of Qar3un subsist on contaminated fish!

Al Akhbar newspaper wrote today that a number of Lebanese and Syrians have lately been fishing from the contaminated Qar3un Lake in the West Beqaa town of Saghbin and selling their catch as frozen fish in local markets. This trade, Al Akhbar reported, has become their source of livelihood, notwithstanding the badly polluted water of the artificial lake. Accordingly, the inspection teams of the National Authority of the Litani River sent memos to the ministries of health, agriculture, energy, economy and the interior requesting the enforcement of deterring measures to prohibit fishing in the Lake. This is in compliance with protecting public health and the food and health security of the Lebanese, and to avoid the spread of epidemics and diseases. Recalling, that the ministry of health has, in October 2018, issued a directive banning fishing in the Qar3un Lake and in the main Litani stream in the wake of the dangerous levels of sewage, as well as agricultural and industrial waste water dumped into the lake and the associated water scarcity. And yesterday, the ministry of agriculture announced that it has consigned its center in Saghbin to crack down on and issue tickets against violators encroaching on river fishing rules, and conduct joint patrols from the Litani Authority teams and the competent security forces.
