The UNDP Human Development Report, 2019, entitled, ‘Beyond Income, Beyond Averages, Beyond Today’: Inequalities in Human Development in the 21st Century’ showed that the value of the Human Development Index (HDI) in Lebanon has reached 0.730 for 2018. This ranks the country 93 out of 189 states in the category of the same high HDI value, indicating a decline from its value in the previous year’s report, 0.757 points, which ranked Lebanon 80 among 189 countries. According to the above report, the HDI value in Lebanon between 2005 and 2018, has risen from 0.724 to 0.730, that is, by nearly a 0.8% increase. The report also highlighted the growing inequalities globally, presenting the 3-dimensional indices: beyond income, beyond averages and beyond today and proposing a set of policy options to address the problem. The report said Arab countries are witnessing persistent gender inequalities and fragility caused by conflicts, pointing out that the index recorded a 14% gender gap in human development in the Arab region.
