Key responsabilites:

Key competencies:
  • University Degree (Masters or BA) in business, sociology, psychology or any related field;
  • Minimum three-years' experience in a managerial position;
  • Experience in GBV programming, and demonstrated gender sensitivity;
  • Experience of working in/with non-government organizations;
  • Good organizational and prioritization skills and ability to meet deadlines under pressure;
  • Leadership, problem solving, and negotiation skills;

Scope of work

 Parameters of the assessment

  • The assessment will be designed to combine different parameters (while drawing on the differences based on them. These parameters are as follows:
  • The confession
  • The geography (North (Akkar), South (Marjeyoun and Bint Jbeil), Beirut (AER and Chiyah area), Mount Lebanon, Bekaa)
  • The demography (women and men, special consideration to the age groups)
  • The educational level

 Methodology

  • This assessment will be conducted through using qualitative research methods. A convenient sample will be selected, where 15 focus group meetings will be conducted with men and women in different governorates in Lebanon. If saturation was not met, more focus group meetings will be held in the field with emphasis on Akkar and AER/ Chiyah areas where WVL will be addressing the issue of GBV. The guiding questions will be developed for this purpose, including open-end questions that will act as guidelines to facilitate discussion during focus groups.

Time-frame

  • Beginning of June till mid of August 2013

Deliverables

  • Specific deliverables include:
  • Detailed work-plan for the field data collection
  • Draft and final report (of a maximum of 60 pages, with executive summary and key findings on perceptions and practical recommendations for effective interventions) ensuring that the introduction/ literature review includes the existing legal frameworks to address gender based violence and violations of women’s rights as well as all existing gaps  as well as that the analysis is segregated by area (especially for Akkar and AER/ Chiyah)
Key competencies:
  • The researcher should have experience managing a national research program.
  • The researcher should have extensive experience designing and delivering gender interventions for vulnerable populations.
  • The researcher should be able to demonstrate that he/she have undertaken similar analyses or research studies previously.
  • The researcher should possess the ability to communicate complex trends and concepts in simple, clear, engaging language.
  • The researcher should preferably be bilingual, with strong English language skill.

Background
The Committee for the Employment of Palestinian refugees in Lebanon (CEP) was launched in November 2005, to provide objective and reliable information in the debate on Palestinian refugee employment to national and international stakeholders and to advocate for law change which will allow Palestinian refugees to enter the formal workplace.

Key responsabilites:

Under the supervision of the CEP Chair and the Committee members, the incumbent will undertake the following tasks:

  • Support the advocacy efforts for promoting the right to work and to social protection for Palestinian refugees; utilize the social media and innovative channels to sensitize and advocate for the right to work;
  • Build networks and strong connections with the Lebanese and Palestinian civil society organizations; ensure on-going coordination on common initiatives and activities;
  • Connect and liaise with the media and ensure that CEP’s activities and actions are visible and fully covered;
  • Prepare annual work plan for the CEP in line with the CEP strategic plan; Contribute to the implementation of planned activities and provide all needed facilitation and support for their effective execution. Organize the CEP meetings, coordinate with the committee members, and prepare agenda and meeting minutes. Provide administrative support to meetings and carry out logistical preparations. Ensure that relevant documentation is provided to all members in a timely fashion; carry out follow-up actions after each meeting;
  • Follow up with the donors and ensure that CEP work meet the donors’ requirements. Draft progress and annual reports, prepare contracts and follow up on their timely execution. Prepare the CEP annual budget, budget revisions and needed documents for processing of payments; maintain proper documentation of CEP records;
  • Circulate call for proposals to CEP members and report on potential funding opportunities; explore opportunities for resource mobilization and provide support in the development and drafting of project proposals;
  • Organize CEP seminars, workshops, fundraising events and technical meetings. Arrange for venues to hold the events; Review CEP documents and reports before being disseminated or presented during events. Prepare simple presentations in both Arabic and English;
  • Ensure that the CEP database and electronic filing for all CEP papers, research and documents is maintained;
  • Maintain the CEP website and update with relevant information and postings. Ensure that website is regularly updated with recently released studies and reports related to employment of Palestinian.  Disseminate CEP publications and key outputs to concerned stakeholders and partners;
  • Follow up on all administrative and day to day issues related to CEP and provide support to the CEP chair in making appointments, drafting correspondence and other similar duties;
  • Collect on regular basis media clippings and press releases relevant to the Palestinian refugees and to employment rights and share with CEP members;
  • Coordinate – on regular basis – with the Resource Center for Employment Promotion and provide technical and administrative support to the center when needed;
  • Conduct simple translation from and to Arabic or English;
  • Carry out any other duties for the benefit of the CEP.
Key competencies:
  • Good knowledge of Palestinian issues and employment conditions.

The Center for Refugee Rights/Aidoun is an independent, non-governmental organization registered in Lebanon (AD-1623/2008) to serve as a resource center for basic human rights of Palestinian Refugees, mainly the right of return.
 
The CRR mission is to defend the right of Palestinian refugees to return to their original homes and property from which they were displaced and uprooted in 1948, based on the principles of international law and the UN relevant resolutions mainly the UNGA resolution 194.
 

Key responsabilites:
  • Coordinate schedules and all logistical aspects of meetings; workshops; seminars; and other programs
  • Manage the administrative work such as internal and external correspondence; record and disseminate minutes, meetings' notes and reports of CRR forums as advised by the GC
